Introduction

Centre for Harmony and Enhancement of Ethnic Minority Residents (CHEER) is one of the support service centres funded by the Home Affairs Department (HAD) of HKSAR Government to provide accessible services to ethnic minorities in Hong Kong. Through the provision of services ranging from tangible interpreting service to multi-dimensional programmes, CHEER aims at facilitating ethnic minority people to have a cheerful and harmonious life in the society.

Main Service Target

All ethnic minorities in Hong Kong.

Objectives
  • To assist the ethnic minorities in knowing and accessing essential public services and resources.
  • To enhance the ethnic minorities' proficiency in Chinese and English.
  • To enhance the ethnic minorities' capacity in problem-solving and adjustment in Hong Kong.
  • To promote social inclusion and integration in Hong Kong.
Services

To facilitate better integration of the ethnic minorities, CHEER provides a variety of services including:

1. Interpretation and Translation Service

CHEER provides Interpretation and Translation Service to non-Chinese/ English speaking ethnic minorities and organizations providing essential public services. Services are mainly provided in English and seven ethnic minority languages/ dialects including Bahasa Indonesia, Hindi, Nepali, Punjabi, Tagalog, Thai and Urdu; and in five ways:

Telephone Interpretation Service (TELIS)
  • Via the telephone system which facilitates 3-way voice conference enabling provision of over-the-phone interpretation.
  • TELIS can be initiated by ethnic minorities and the public service providers.
  • Service users can get immediate interpretation support by calling our TELIS hotlines during operation hours. TELIS Appointment is recommended for lengthy telephone interpretation, such as intake assessments and making applications that involves form-fillings, etc. Appointment should be made at least 3 working days in advance via TELIS hotlines, by fax or email.   • Operation hours for TELIS are from Monday to Sunday 8am to 10pm except public holidays.

On-Sight Interpretation Service (OSIS)
  • Provision of verbal explanation on the meaning of documents from English to the seven respective languages/ dialects.
  • Ethnic minorities can bring along with the document and visit our centre during CHEER drop-in hours.
  • CHEER drop-in opens from Monday to Saturday between 9am to 9pm, Sunday from 9am to 5pm, except public holidays.
  • Free of charge

On-Site (Escort) Interpretation Service (EIS)
  • Face-to-face interpretation when our interpreters present physically in the same place as the public service providers and the EM residents
  • EIS is provided UPON REQUEST BY PUBLIC SERVICE PROVIDERS.
  • Public service providers can make appointment via fax (+852 3106 0455)
    or email (tis-cheer@hkcs.org) at least 3 working days in advance. Download EIS Request Form
  • EIS is available from Monday to Friday between 10am-6pm, Saturday from 10am-2pm, except public holidays.
  • Service charges for public service providers from Government Departments and NGOs are as follows:
    - $60 per hour during operation hour
    - $100 per hour out of operation hour

Translation Service (TS)
  • Providing translation of written communication from English into the respective EM languages
  • TS is provided UPON REQUEST BY PUBLIC SERVICE PROVIDERS and;
  • For documents where NO SPECIALIZED/PROFESSIONAL TERMINOLOGY involved.
  • Public service providers can send through their request via fax (+852 3106 0455)or email (tis-cheer@hkcs.org) at least 14 working days in advance Download TS/Proof-reading Service Request Form (Translation for one page of A4 size article (approximately 200 English words), from English to one of the seven respective language/dialects, would take around 14 working days)
  • Service charges for public service providers from Government Departments and NGOs are as follows:
    @$1.5 per One English word to One respective language (Minimum charge is $300)

Proof-reading Service
  • Providing proof-reading service on the respective EM languages
  • Proof-reading Service is provided UPON REQUEST BY PUBLIC SERVICE PROVIDERS and;
  • For documents where NO SPECIALIZED/PROFESSIONAL TERMINOLOGY involved.
  • Public service providers can send through their request via fax (+852 3106 0455)

  • Service charges for public service providers from Government Departments and NGOs are as follows:
    $0.5 per One ethnic minority word to English (Minimum charge is $100)

Simultaneous Interpretation Service (SIS)
  • Face-to-face interpretation when our interpreters present physically in the same place as the public service providers and the EM residents. It gives support to public providers on transmitting essential information to respective groups of EM residents in workshops and seminars.
  • SIS is provided UPON REQUEST BY PUBLIC SERVICE PROVIDERS
  • Public service providers can send through their request via fax (+852 3106 0455) or email (tis-cheer@hkcs.org) at least 21 working days in advance Download SIS Request Form
  • SIS is available from Monday to Friday between 10am-6pm, Saturday from 10am-2pm except public holidays.
  • Service charges for public service providers from Government Departments and NGOs are as follows:
    - @$150/hour during operation hour

REMARKS:
  1. EIS, SIS, TS and PS are only provided on request from and paid by public service providers.
  2. Ethnic minorities, who need EIS, please make request to your public service providers.
  3. 3. During Monday to Sunday 10pm-8am and public holidays, user in need of TELIS and EIS for urgent matters can call our TELIS Hotlines in which our English-speaking staff will give support.
2. Language Programmes

To enhance the Chinese and English proficiency of the ethnic minorities so as to foster their integration into the society, three levels of language training programmes will be organized, including:

CHEER organises three levels of language training programmes including:

Elementary
Intermediate
Advanced
Chinese Courses
Basic Cantonese speaking and listening skills.
(30 hours)
Intermediate level of Cantonese speaking and listening skills, and recognize simple Chinese words.
(50 hours)
Advanced level of Cantonese speaking and listening skills, read and write simple Chinese words and sentences.
(60 hours)
English Courses
Basic English listening, speaking, reading and writing skills.
(30 hours)
Intermediate level of English listening, speaking, reading and writing skills
(30 hours)
Advanced level of English listening, speaking, reading and writing skills.
(30 hours)

Apart from classroom learning, other support services are rendered to enhance ethnic minorities’ language proficiency, including:

  1. The Mentor@Home Scheme
    (Home-based one-to-one language training programmes supported by volunteers)
  2. Peer Assisted Learning (PAL) Club
    (Platform to learn and practice language skills with peer support)
3. Integration Programmes

To equip ethnic minorities with essential knowledge and skills, and strengthen their social networks for integration in Hong Kong, a wide-range of programmes are organised, including:

  1. Technical Literacy Programmes
    (Programmes for enhancing users’ basic technical knowledge that is useful for their daily lives, career and study)
  2. Social and Cultural Programmes
    (Programmes for enhancing users’ knowledge about local cultures, policies and resources)
  3. Cross-cultural Activities
    (Programmes for promoting interaction between people from different cultures)
  4. Volunteer Programmes and Groups
    (Programmes for encouraging users to care and use their potential to contribute to the community)
  5. After-School Support Classes
    (Homework support to Primary and Junior Secondary students, and classes to enhance kindergarten students’ interest in learning Chinese)
  6. Employment Support Services

  7. Youth Unit
4. Counselling, Guidance and Referral Services

Our registered social worker will provide counselling, guidance and referral services to facilitate needy ethnic minorities adjusting their lives in Hong Kong. We are especially concerned the needs of newly arrived ethnic minorities.

Remark:

  • Our service will be closed on public holidays; but
  • Interpretation support can be provided to urgent matters out of operation hours (10pm to 8am on Monday to Sunday, and on public holidays);
  • Ethnic minorities and public service providers in need of interpretation support for urgent matters can call our TELIS hotlines in which our English-speaking staff will answer your call.
  • When typhoon signal No.8 or Black rainstorm signal is issued or expected to be issued, our centre will be closed and all interpretation services will be suspended. Our staff will contact those who booked the TELIS or scheduled the EIS to make a new booking.

      Simply call the TELIS Hotlines or visit our Centre during operation hours
    2. Application for language and integration programmes:
      Simply complete the application forms and return to us by post or in person
  2. Service users could exit our service by giving verbal request for termination to our staff.
